Why do Republicans &/or Conservatives say Reagan was a better President than Obama?

Overall, I think Reagan's presidency had its positive effects for the country. My biggest beef with him was A) giving missiles to Iran, a terror state, to bribe them into handing over hostages (at least Carter TRIED a military option-something the military screwed up) and B) refusing to support the Prevention of Genocide Act, thereby allowing Iraq to continue to receive US funding despite evidence it was gassing Kurdish villages.
