My friend hit a stop sign...?

My friend hit a stop sign due to bad road conditions while turning into a plaza today. In making the turn her car brakes ceased to work and she collided with a snow bank and didn't truly stop until the stop sign submerged in the snow had been knocked to an angle a bit (not fully over, it's still up and clearly visible to everyone else). She didn't know who to call at the time to report it so she called me and asked me to find out. Should she bother reporting it if the sign isn't really down? Is she liable to pay anything?
