Was this dude like being a pedophile?

so i was in like a long branch plaza, and there i usually get hit on by like guys in their 20's,30's and 40's!!! Im 12/13. i was goin into the pharmacy with my mom and my school skirt was a little 2 short bcuz i couldnt find my other 1 and and so it was like 2 1/2 or 3 inch above my knee. so as im walkin this dude that i couldnt see that well whistled at me like the men do when they like a "hot" woman. i usually get hit on really old guys (and they r not ugly at all) lol but still......are they ALL pedophiles??
